Cross Match delays IPO - again Cross Match Technologies has again postponed its initial public offering due to volatile market conditions. The Palm Beach Gardens-based biometric technologies firm said it believes current market conditions are not favorable to maximize shareholder value and that it will continue to monitor the financial markets.
The company first registered its IPO in July. It then postponed it in August, and said it was moving forward in October.
Earlier this month, Cross Match amended its expected public offering price to between $11 and $13 a share, from between $13 and $17 a share.

Terrorist screening chief: Biometrics crucial to accuracy Despite improvements to the national consolidated Terrorist Watch List, as long as the database uses names rather than biometrics to chronicle suspected terrorists, it remains vulnerable to fraudulent identification, the Terrorist Screening Center’s director said. “We have to rely on our sources of information,” said Leonard Boyle, TSC’s director, at a Nov. 8 hearing before the House Homeland Security Committee. “But if law enforcement or the intelligence community doesn’t pick up on that name change, yes that creates a vulnerability.” Biometrics are the surest way to verify travelers’ identity, and TSC is working with partner agencies to develop ways to use the technology to “to better capture the true identity of the person,” he added.
Russia to Issue Biometric Passports Moscow, Nov 12 (Prensa Latina) The Russian Federal Migration Service will issue international biometric passports nationwide by next year, the entity's deputy chief Mijail Tiurkin announced Monday. The document will be provided with an electronic sensor with biometric details of the bearer and a digital photograph that makes forging impossible, explained Tiurkin. There is a possibility of including fingerprints in the citizens' passports in the future, stated Interfax agency.
As a pilot program, 100,000 new identity cards have been distributed in Moscow, Kaliningrad and St. Petersburg for 1,000 rubles (around 42 dollars) each, noted the official.

TSA set to test TWIC card reader technology After deciding on five locations to test the biometric piece of the Transportation Worker Identification Credential program and issuing the card’s architecture standards in September, the Transportation Security Administration will hold a vendor day Nov. 19 to discuss card reader specifications and the tests in more detail, said Maurine Fanguy, TWIC program manager.
TSA announced that Watermark Cruises in Annapolis, Md., and the ports of Los Angeles; Long Beach, Calif.; New York and New Jersey; and Brownsville, Texas, will begin using card readers to evaluate the operational impact of the biometric verification system.
Recent UK report reveals lower then expected cost for ID card program The latest publication on the UK’s proposed ID card program from the Government reveals that the cost will be £5.612 billion over the next 10 years. The cost covers providing ID cards and ePassports to UK and resident Irish citizens and foreogn nationals. The latest estimates represent a reduction from its previous forecast of £5.75 billion, given in May 2007. The reductions are attributed to a reduction in the number of passports needed due to customers delaying renewals. A further cut is the result of a reduction in the estimated cost of producing and delivering passports and ID cards containing a fingerprint biometric of £100 million. Due to cost, iris biometrics will not be utilized at this time.

MMC to go biometric from Dec 1 MARGAO, NOV 12 — Come December 1 and the Margao Municipal may dispense with the muster roll registers and punch cards for its employees. For, the civic body, like many a private firm, is set to switch over to the biometric finger scan reader — a devise used to check attendance of employees.
The biometric finger scan reader has already made its presence at the entrance of the municipal building, with an attendant explaining the operation of the devise to the civic employees.
FINGERPRINT RECOGNITION BY PRECISE BIOMETRICS ON OKI ELECTRONIC CIRCUIT - COST-EFFICIENCY AN EVIDENT ADVANTAGE Lund, Sweden, Nov 12, 2007 - (Hugin via ABN Newswire) - A license agreement signed in July 2006 between Precise Biometrics AB and the Japanese electronics group Oki Electric Industry Co. Ltd has resulted in the development of an electronic circuit with an embedded biometric solution (ML67Q5250). The circuit was introduced by OKI on the world market in November, and there are great expectations that the solution will open up for completely new applications for fingerprint recognition. In terms of volume, OKI has planned for a production of about 200,000 circuits a month as of April 2008.

WTM: US proposes biometric 'check-out' for departing visitors Airlines will be required to collect biometric data from travellers exiting the US under new proposals from the Department of Homeland Security.
Holidaymakers who have previously had their fingers scanned on arrival will effectively be asked to ‘check out’ of the country when they check in for their flight home.
Robert Mocny, director of the US-Visit programme, admitted the move would be “unpopular” with carriers, which may feel they are taking on the work of US immigration staff.
It comes after an abortive trial of self check-out kiosks, where travellers scanned their own fingers, at 14 major US airports. The trial ended in May amid complaints the machines were too difficult to use.

India's Flawed `New Deal' Must Be Redesigned: Andy Mukherjee Nov. 13 (Bloomberg) -- India's rural-employment guarantee program, recently extended nationwide by Prime Minister Manmohan Singh, requires all participants to have job cards.
This crucial document, which shows the hours worked and wages earned constructing a mud road or digging a pond, needs a picture of the beneficiary to mitigate fraud.
That's a wonderful idea except that someone needs to click those photos. And that's where things start falling apart.
There just aren't enough cameramen to be found.

BT loses deal for high-tech borders AN American defence company has pipped BT to a sensitive IT contract that will bring high-tech methods to policing Britain’s borders.
Raytheon is expected to be named as the winner of the £500m Eborders contract in the next few weeks. The aim of the project is for IT systems to be installed that will prevent illegal migrants or any other undesirables from entering the UK by stopping them at their port of departure.
Raytheon leads a consortium called Trusted Borders, which includes Accenture, Detica and Serco. It beat competition from Emblem Group, a consortium led by BT that included Lockheed Martin, Logica CMG and Hewlett-Packard.

Britain Plans New Security Measures LONDON, Nov. 14 — Prime Minister Gordon Brown said today that Britain would begin improving security at train stations, airports, utility buildings and other crowded or strategic places to decrease their vulnerability to terrorist attacks.
Releasing a government report on security in a statement to the House of Commons, Mr. Brown also said that British airports would begin relaxing their rules on hand luggage so that in some airports passengers would be able to take two carry-on bags onto airplanes in the beginning of 2008. Since a foiled plan to blow up trans-Atlantic planes in the summer of 2006, passengers at British airports have been restricted to one piece of carry-on luggage each.

Un texte non signé mais déposé à la rédaction de Digitalcongo.net par un porteur se présentant comme un agent non autrement identifié de l’Hôtel des Monnaies signale une réaction de ce service de l’Institut d’émission pour éclaircir selon son entendement le processus de fabrication des titres de voyage congolais objet d’incessantes plaintes de leurs requérants. Dat maakte NXP, waarin Philips nog een belang heeft van 20 procent, woensdag bekend. NXP en Sony richten samen het bedrijf Moversa op, waarin zij elk een belang van 50 procent nemen. Beveiligde USB-sticks zonder wachtwoord De Japanse fabrikant van PC-randapparatuur Elecom heeft een nieuw soort beveiligde USB-stick op de markt gebracht die geen wachtwoord, code of biometrie gebruikt om informatie te beveiligen, maar alleen op bepaalde computers werkt. De informatiedrager is voorzien van PASS, wat staat voor Password Authentication Security System.
Toch worden er geen wachtwoorden gebruikt, maar moet de eigenaar van de stick instellen op welke computers de informatie geopend kan worden. Hierdoor krijgen maximaal drie geautoriseerde machines toegang tot de gegevens. De USB-stick komt in verschillende groottes, tot maximaal 16GB, is vanaf eind november verkrijgbaar in Japan en werkt met Windows en Mac OS X.

Gezichtopname voor reisdocumenten In antwoord op de brief van de vaste Kamercommissie van BZK van 12 oktober 2007 (07-BZK-B-48) informeer ik u over het overleg met de vertegenwoordigers van de fotobranche over het voornemen van het kabinet om de gezichtsopname aan de balie mogelijk te gaan maken.Op 11 oktober 2007 heb ik overleg gevoerd met enkele vertegenwoordigers van de Stichting Nederlandse Fotovakhandel (SNF) en de Fotografenfederatie. De vertegenwoordigers van de fotobranche hebben nogmaals hun bezwaren uiteen gezet tegen het voornemen om de gezichtsopname voor de reisdocumenten aan de balie van de gemeenten te gaan opnemen. De bezwaren van de fotobranche zijn ook neergelegd in het rapport ‘Pas op met pasfoto’s’ van 13 augustus 2007. Dit rapport is op 11 september 2007 ook aangeboden aan leden van de Kamer.
