Biometrics more popular with Asian banks
SINGAPORE, June 21 (UPI) -- Biometrics is being used more and more at banks in Asia, a research group found Wednesday. According to Financial Insights, part of the IDC group, which is a research company that specializes in analyzing the information technology industry, said that automated biometric authentication devices are becoming more prevalent and effective across the banking system in the region. "It is not really an issue of whether banks are ready for biometrics but an issue of whether biometrics is ready for banks. Numerous banks in Asia have already implemented biometrics for internal security purposes, but problems arise when they try and implement customer-level biometric authentication," said Abhishek Kuman, market analyst of the Asia-Pacific IT benchmarking advisory service at Financial Insights.

Private guards in Iraq pose challenges
WASHINGTON, June 19 (UPI) -- Despite the myriad dangers, private security teams continue to enter battle space in Iraq without first coordinating with the U.S. military. The Government Accountability Office said last week the practice puts both the military and the private security teams at risk of injury. One of the main problems the U.S. military has in dealing with private security teams -- which include non-Americans -- is its ability to screen them for criminal records. The Defense Department has a policy that requires biometric screening of most non-U.S. private security providers who need to access U.S. military bases in Iraq, according to GAO. "Biometric screening is not as effective as it could be because the databases used to screen contractor employees include limited international data. Based on its work to date, GAO believes that incomplete criminal background screening may contribute to an increased risk to military forces and civilians in Iraq, and the military would benefit by reviewing the base security measures to ensure that the risk private security contractors may pose has been minimized. A report on screening will be issued in fall 2006," GAO reported.

Lisbon Elementary School To Use Fingerprint ID In Lunch Line
A big change is in the works next winter in the hot lunch line at the Lisbon Community School. The school, which has more than 750 pupils, will be shifting to fingerprint identification technology to track lunch orders and eliminate the need for meal cards. Lisbon is believed to be the first school system in Maine to adopt the new technology, known as biometrics. James Damsgaard, nutrition director for the Lisbon schools, has been fingerprinting students' index fingers in preparation for the launch. Each finger is linked to an in-house debit account loaded up by parents.

IBM wins $495m ID deal
IBM has chalked up a huge contract win resulting from the Immigration Department's unlawful detention of Cornelia Rau and Vivian Alvarez, beating off CSC and Accenture to snare the department's $495 million technology revamp. In an age when most technology contracts are broken into bite-size pieces, the Systems for People project will involve a consortium headed by Big Blue connecting many of the department's systems in an effort to create a single view for agency staff. Other consortium members include Microsoft, Oracle and Siebel, middleware vendor Tibco and local companies RuleBurst and Apis Consulting. Industry sources said "scope creep" could threaten such a massive project, and one called it potentially a "blank cheque for IBM".

3.2 million World Cup tickets RFID chipped
Visitors to the 2006 World Cup may not know it but each and every ticket holder will be carrying an RFID tag. All of the 3.2 million tickets issued for this year's tournament will come equipped with an RFID chip inside, which is scanned whenever a fan arrives at the gates of any of the 12 stadiums. According to Philips, which supplied the RFID tech, the track-and-trace chips have been included in the tickets to combat counterfeiting and ensure only those with legitimate tickets can get in to watch the matches. If you want a 100 per cent guarantee, you need to apply biometrics. Each of the tickets is now personalised with the holder's name in an effort to stop touting and prevent hooligans from getting access to World Cup matches. Cord Bartels, business development manager at Philips, said the tickets are "bulletproof" but admitted that without installing more privacy-invasive measures, it would be impossible to kill off the black market in World Cup tickets altogether.

Purdue Developing Biometric Technology to Counter Hurricane Relief Fraud
WEST LAFAYETTE, Ind., June 19 (AScribe Newswire) -- Purdue University is developing the use of handheld iris scanners that could be used to identify disaster victims and help prevent "double dipping" and other fraud that can occur during aid distribution. The Government Accountability Office recently reported that the Federal Emergency Management Agency (FEMA) may have improperly disbursed more than $1 billion by not validating the identity of aid registrants in the wake of hurricanes Katrina and Rita. The GAO cited the example of one person receiving $139,000 in aid by registering 13 times using different Social Security numbers. Other recipients altered their own names or addresses or borrowed names from children or prisoners to obtain extra aid. A possible solution from Purdue's Biometric Standards, Performance & Assurance Laboratory would allow aid workers to capture a digital image of the recipient's iris when he or she registers for aid. The iris-scanning camera is attached to a personal digital assistant (PDA) that sends the image wirelessly to a central repository hosting a database of all users who have previously been issued aid. If a new image matches an existing image, aid would be denied.

Facing biometrics' limits
It may be championed as the highest level of security, but biometrics isn't ready for wide deployment as a consumer application, a new report says. According to Financial Insights, a subsidiary of research company IDC, biometric deployment will grow significantly over the coming years, but its upward climb will be limited for use within a bank's internal security network. Financial Insights said it would be "several years" before automated biometric authentication devices can be fruitfully implemented at the customer level. "Numerous banks in Asia have already implemented biometrics for internal-security purposes, but problems arise when they try to implement customer-level biometric authentication," Financial Insights analyst Abhishek Kumar noted.

Europe “unaware” of network security risks
The European Commission has warned that Europe continues to be ‘unaware’ of the security risks to computer networks. Unveiling a new awareness campaign called IT Security for Europe, the Commission said companies, individuals and public authorities still spend too little on securing their computers and networks. The 5 per cent to 13 per cent of IT expenditure spent on security is “alarmingly low," the Commission said.

Eye to eye with the passport to the future
(Yorkshire Evening Post Via Thomson Dialog NewsEdge) BY SOPHIE HAZAN TO the casual observer it might have looked like a drive to encourage eye care. On closer inspection these were prototypes of new technology now appearing at passport check-points across the world in a drive to tighten national borders. And the iris and fingerprint recognition equipment were on show at the White Rose shopping centre in Leeds yesterday. They are just two methods of immigration control the Home Office is entertaining in a bid to cut back on passport fraud. From August all newly-issued passports will be biometric, meaning they will have information about the traveller on an encrypted chip secured to the last page.
